Attached patch fixes a bug in the select/bluegene plugin for BG/L+P in
the 2.4 series.
Without this applied, the userid assigned to a block will never be
updated in MMCS, preventing the user from launching a job with a message
like:

stats. As you noticed, there isn't anything for sstat to connect to to
get that info.
If you want that level of resource profiling on BG/Q you'd need users to
use PAPI or something similar.

I've made a few minor changes to our SPF records, and fixed the reverse
IP record for the mailing list server.
I highly recommend filtering based on the list ID
(slurmdev.schedmd.com), which has remained unchanged for a long time,
and should let you bypass any local spam filter rules.

Federated cluster support will be in the 17.11 release. It is not in the
upcoming 17.02 release.

'sacct -M old_name' would let you access the historical usage records
from the previous cluster name.
