Yeah thanks! I found those as well and I have repeatedly uninstalled the 2012 redist packages and still no luck. I am now getting an error with the .PIT file. I had to drop the installing for a bit to work on some other issues. I will get back to it at some point. Possible its something else

In ngSkinTools you can select vertices, then select 1 or more joints from a list, and then assign weights of selected vertices to those joints I think in this video you can see how to do it in ngskintools:
