to utf-8 fixed the index. The xml had the encoding
set but Solr seems to ignore that.
Limo really seems to converted back correctly by chance.
Thanks for the help! Now I just have to figure out how to correctly
encode the query string...

not throw an error but really index both values.
What happens when I use a multivalue field and that is field appears two
times in a add/update doc? Is the second value lost?
