It seems like you are now with the Bell Fibe ISP. You can still use your Apple router with it: Enable DMZ and point it to your AirPort Extreme. Enabling « Mode dmz évolué » or evolved dmz mode will spoof your external IP to your apple extreme. You’ll find it in the advanced tools under

If you can access the NAS/DSM interface from a browser but not the LMS interface on the same NAS from the same browser then I would suspect the synology firewall is causing a problem. Have you stopped the Logitech Media Server package in the application center and restarted it? That normally
