I think, if you had enabled Proxied Streaming in LMS for this player and the remote player had started to work when trying to play internet radio then it would have indicated that internet access from the LMS machine was working fine and that the problem was internet access from the player machin

Installing packages on the RPi is a good sign of internet access working but all of the rest are intermediated by LMS on the other computer and I think LMS guesses on the progress meter. For fun ... you might find that changing the LMS configuration so that it proxies radio streams will sidestep
