This is looking more and more like a hardware or OS problem for me.
Thanks to those who replied.
Seamonkey uses the most RAM no my workstation, so I figure it's just a
symptom of some larger problem.
Interestingly, memtest86+ has tested my system overnight for a week now
and still has not

check windows control panel\admin tools\event viewer
it may have a clue as to why windows requires 3 boots, and it's
relationship to SM not loading
