I have found that, on the local PC I'm sitting at, if I first open a folder
on the remote PC I'm trying to access a file on, then any shortcut pointing
to a file on that remote PC will open the file with no problem.

Oops, my mistake. Apparently, Window-Eyes 9.2 was the first version that was
compatible with Windows 10. With that said, I would suggest you install 9.5.1
as it has a number of fixes specific to Window 10.
