Registry Cleaner

A little off topic, but what is the best accessible registry cleaner and will it also repair the registry? I attempted installing the new WE 9.5.4 update and the install failed with a 0x80040707 unhandled exception error. I talked with the WinEyes Support and they had no idea what it could be.
