Nel mio caso e' l'IP bloccato, perche' dall'ufficio ho verificato che
funziona. Per inciso ho scritto al PCN
Se vedete tile rosse è bloccato l'ip. Basta che mandate una mail (c'è sulla
wiki) dicendo l'ip e che siete di Openstreetmap e lo sbloccano (giorni
lavorativi of course).

各国のnameタグの状況をざっと調べてみると、バラバラということが分かりました。
マルチバイトの文字圏では日本と似た工夫をしているところが多いようです。
ワールドワイドで見ると、文字化けが理由というより、地図を見る人が読めない
文字にはアルファベット系の文字を読み仮名的に付けているケースが
多いように感じました。
こうしてみるとカッコによる英語併記も、あながち捨てたものではないような気がしてきました。
例えばMapnikで都市名はズームレベル14までは見えて、15から見えなくなりますが
こういったものはむしろ日英(またはローマ字)併記が望ましいのではないでしょうか。
