Why make automated edits?
Why not use your scripting ability to contact the users that added the
ele=0 tags, tell them you have noticed lots and ask if they are right or
wrong. Ask them how they made them, so that they are aware and don't add
more wrong ele=0 tags.

It's a key used to reference cities in Italy with the data of Gfoss
association.
Perhaps some of these kind of tags could be transformed instead of being
deleted..
In this case I could discuss in Italian ML about transforming that key in

If you do it this way, you have just decided that mappers are only
allowed to tag objects with ele=0 if they also tag it with source:ele tags.
AFAIK the mappers that use source:whatever are a minority.

Which other tags does this affect besides ele and is_in?
This is basic information for a review that I do not want to
reverse-engineer from an .osm
So what you're saying is I know there's broken data there, I'll fix this by
deleting good data. That doesn't sound like a good plan to me in any way
shape or form.
