I think the only one who can take legal actions in OSM data is the OSM Foundation. As you sign their terms of service when you start using the service. Anyway, maybe it's not a bad idea to set up the monitoring a bit more organised. I'm monitoring this bounding box:

I'm checking the area of Antwerp for strange edits. Not as vigorously as I once used to though -- I used to check every edit made in the area but that's just too much work for too little time :-) Using itoworld gives a great view to know what's happening around the area pretty quickly
