public, et qu'il y a des adresses résidentielles ou commerciales associées,
c'est toujours au moins une route du réseau tertiaire (en cherchant un peu
on trouvera un numéro de référence au minimum communal).

マージ作業を行う際には、OverPass APIか、Mirrored Download、
あるいはGeofabrikさんの地域Dumpからosmfilterなどのツールを使って抽出して作業を行うはずです。
(そうじゃないと網羅性が無いから)
なので、osm.orgで表示されなくても、ひっかかってくれるのじゃないかな、と思ったりします。
