This new release from Dirk Laurie has been uploaded to the
WIMA archive:

The archive includes documentation sources, a
zipped texmf tree, OSX and Windows executables and a tar.gz
file which can be processed on any Unix-like system with

M-Tx got stuck at 0.60 for quite a while. You can now build 0.61 on Linux by:
$ git clone https://github.com/dlaurie/M-Tx
$ cd M-Tx
$ make
I am no longer qualified to say what you need to do on other systems,
beyond the surmise that whatever worked for 0.60 should still work.
