You missed an important step. After editing the Site Title tiddler,
you need to close the tiddler (click on 'done') before you save your
changes. If you leave a tiddler open, the changes you make to it
don't really 'take'.
And the package is amazing. There's just a bit of a learning curve.

Making a guess here, but I think that when you open the file by using
'File", 'Open..', etc. you are getting the cached version of the file,
and not the real thing.
What happens if you make a copy of the file and rename that, and then
open the renamed version?
