In jsp, request, response and out objects are implicitly there, you dont
need to create them.
Just check your code, coz the error its saying is it cant find class
javax.servlet.ServletRequest and not HttpServletRequest, or could you paste
your jsp code snippet.

CATALINA_HOME env. variable. Check through the manager which applications
are running. Check the log files, if there is any error, then tomcat behaves
