I tried downloading again yesterday. 
tbcme-5.2.0-SNAPSHOT.v20160913-1117-macosx.cocoa.x86_64.tar. This time I 
untarred the file manually and saw no errors. Then I went and changed the 
security settings as you recommended. And I got exactly the same results. 
iMac running OS X El Capitan, Version 10.11.4.

I got exactly the same ³damaged and you should move it to Trash² dialog. I
am not 100% sure if I got ³verifying² dialog, but I think I did.

I have a MacBook Pro and an iMac and it’s working fine on both.

I just re-downloaded (both Firefox and Safari which behaved differently) on my 
MacBook and started the app fine. So, the file on the server at least seems to 
be ok right now.

I do recall occasional problems with the security control on the new OS X - 
perhaps temporarily turn that off and see if it starts?  You can also 
right-click on the app and Show Package Contents to see what’s inside.

Change a setting in the Security & Privacy Preferences as described here:
https://www.yourkit.com/download/mountain_lion.html

Also, try right-clicking the Eclipse icon after unzipping the folder, and
hold down the shift key while clicking ³Open² in the context menu. This may
bring up a dialog with an ³Open² button that works.

After you unzip succesfully, you can change the setting back.
