With the help of Alaa, we figured out from where the problem was coming
from.
I was using Ubuntu 8.10 Server that uses python-lxml 1.3.6. Pootle need
lxml 2.0.
An update to the latest python-lxml 2.2.6 fixed the problem.

I did not had this problem before, I have it since I upload that
file again and checked the overwrite button. I'm playing with pootle
so I think I also tried everything like deleting the file before
uploading it, clicked on rescan the project files and update the
files

I tried with the lat Pootle version and translate tools. I have the same
problem with a fresh install.
I use Ubuntu 8.04.3 LTS server, Apache/2.2.8, Pootle 2.0.3, Translate
Toolkit 1.6.0, Django 1.1.1 and mod_python with Python 2.5.2
