upgrade to freetype 2.8.1, plasma 5.11 and adjust font queries in kdeglobals
and trolltecht.conf without weight specific strings as described in this bug:

Turning off the monitor is a VERY simple way to reproduce the issue. I
was able to work around it by changing my sleep settings (super
wasteful!) so that the monitor never goes off. I thought I tried this
before...but it works now.

This sort of issue has hopefully been fixed upstream, with the many
versions since the bug was initially reported. I myself use the restore
session option heavily, and sometimes run into a gnome shell crash that
corrupts my current browser session, but it has always restored just
fine.

Looks like this bug is still valid. With chromium 62, when I browse to
chrome://settings/importData and choose to import bookmarks from
firefox, nothing happens, and I'm seeing the following errors in the
console:

If the dock receives two events, or responds twice to each event, then
the Applications "dash" would seem to not appear when you touch the
