I installed focal on a third HP laptop and got the same results.
This Laptop had Win 10 installed on it and after a full install of Focal,
I removed the USB key press Enter and system would not boot again.

I started thinking this wasn't a kernel issue since I wasn't getting any
display from a cold boot...
I changed grub configuration to show menu and remove quiet splash from
Linux CMD LINE and it turns out that when I press the power button the
first thing I see is the Grub menu and no keyboard
Unfortunately, when the screen is black I have no ssh access

My solution also works around another bug which causes Ubuntu to default
to a low framerate (40Hz for me) by using the intel driver instead of
the modesetting driver and using custom modeline settings. If you don't
want that remove the monitor config file and adapt the makefile.

Hi.
Same issue on Ubuntu MATE 16.04 X64.
Joined the return of dpkg --configure on the package, the issue seems to
come from python utf-8 decoder.

It seems the bug is fixed when installing appstream_0.9.8-3_amd64.deb

Closing browsers and deactivating Internet connection does not appear to
change anything. It is still unable to change the file (I tried with
aptitude install and reinstall).
