With a daily-live 20120417 installation, I can confirm the the problem
seems resolved at least for new installs. Attaching printer seems to
consistently now again upload the firmware also on subsequent attaches
and after a reboot, and after power-cycling the printer.

As a first step, I'd try replacing
ACTION!=add, GOTO=hpmud_rules_end
with
ACTION==remove, GOTO=hpmud_rules_end
so that the rule also runs on change. Does that happen to help? If
not, please run
/devices/pci:00/:00:1d.7/usb2/2-1
then find the device path of the device which has
Err, I mean please run udevadm info --export-db | less, sorry.

The ACTION line did not help, not even after a reboot on the installed

with again apt-get dist-upgrade ran.

But: on every attachement /usr/sbin/hpljP1005 continues to be run as
seen with ps ax.
And: I can confirm that removing printer-driver-foo2zjs (which has
/lib/udev/rules.d/85-hplj10xx.rules) makes printer work again

Now everything works reliable for you? Is the printer always loading its
firmware when you turn it on?

HP LaserJet P1005 not setup
Till: Yes it seems to work _if_ I manually remove printer-driver-foo2zjs
(only hp-firmware is run) and optionally re-install it (both hpljP1005
and hp-firmware is run, latter actually works). But out-of-the-box after
the first time when plugin is installed, it's broken (only hpljP1005 is
run).
Attached. This is now on a Beta 1 live CD, running dist-upgrade to get
the newest hplip before attaching the printer for the first time.
Similar to before, after plugin download it's uploaded to the printer
once, but detaching USB cable, power-cycling printer and attaching USB
cable again does not
Syslog - one more time from this run.
