Confirmed in 9.10 server (running apt-cacher) and 9.10 desktop client,
when trying to upgrade desktop to 10.04. Wasted several hours wondering
why translation files were failing. It's a pity, because upgrading
across the network pulls down many files which should then be cached for
other machines
Workaround below, but I've not tested it:

manager talking to the 9.10 apt-cacher, but the 10.04 update-manager

This is still a problem in ubuntu 9.10.
Using the apt-cacher from Aaron's PPA as mentioned in comment #10 fixes
the problem.
I did this:
sudo add-apt-repository ppa:aperomsik/aap-ppa
sudo apt-get update
sudo apt-get upgrade
sudo /etc/init.d/apt-cacher restart
and the problem went

Might be worth an update for Jaunty. When attempting to do a dist-
upgrade on a client whose sources.list references an apt-cacher server
without this fix, the dist-upgrade refuses to run due to the errors
received from apt-cacher. I have so far been using the workaround of
running LANG=C sudo

Doing apt-get update on the client gives the following (removed non Translation
lines from output):

This still exists in Jaunty / 9.04, with both client and server running
