Upgrading to Quantal has resulted in (seemingly) corrected behavior. Wireless now connects noticeably faster and reconnects seamlessly after waking from sleep hibernation. I'm going to keep my eye on this for a while longer, attempt to do stupid things to cause breakage, but for now the bug
