Re-tested on dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon
hd 5000/6000/7350/8350) using a Lubuntu 18.04.4 QA-install from last
week, logging in via `openbox` I could NOT replicate the issue.
I also booted Lubuntu 18.04.4 installs on
- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)

A 18.04.4 (i386) QA-install of Kubuntu was recently done to this box. I
logged in at terminal, `sudo apt install lubuntu-desktop`, switched to
GUI and logged in with `openbox` and COULD replicate this issue. reboo
I booted a Lubuntu 20.04 system on dell [optiplex] 780 (c2q-q9400, 8gb,
amd/ati cedar radeon hd 5000/6000/7350/8350), a ~recent QA-install which
has had little modifications as it's not used.
I logged in via `openbox` and could not replicate this issue on the
Lubuntu install either. I'll continue
Tested on 20.04 development branch with intel 620 graphics
where the same happens after just installed openbox

I suspect this is a problem related more to the particular graphics
chip, which I've never had. I've long used Openbox (on Lubuntu, mind
you, which could very well be the difference) with no problems, though.
I would suggest doing a couple things:
1. Ensure that you can reproduce this in a freshl
Check Intel UHD Graphics 610 as well.
