Do you have UAC turned on or off. I have not tried with Xwiki on 2008, but I
know some other software, in fact quite a lot gets into issues with UAC and the
way Windows handles but privileges compared to 2003.

I open the mindmap.tools page after installing and there is a warning to add
MindMap.Translations in the translations page.
I am confused as to which page this is, how do I access this page to add this

What is your java parameters set to for your Xwiki process.
The parse error makes me thin that the server is starving of memory.
What else is running, try running top while you load and see how low the free
memory goes.
Make sure that you have the free memory as real memory to handle the Xmx
