installing it, you can not get.
if you didnt compile in at first and now all your passwords are encrypted.
There is no way of getting the clearpassword for you.
why do you need it anyway?

You should check the permissions on the maildir.
You canrestore the default permissions for
the whole vpopmail tree, by going back to your vpopmail source dir and
re-running "make install-strip"
