Your voice over rotor cursor seems to be on the change rate. To avoid this problem move the rotor to another location like headings or words or characters, depending on the kind of gestures you want to perform. If you like to move by headings when you swipe down, set the rotor cursor on

I completely agree, your friend who said the updates are designed more for newer devices is not correct at all. As Anna said, especially iOS 12 was very much a release where Apple concentrated on fixing bugs, improving performance and efficiency instead of introducing a lot of new features.
