I suspect as others have hinted that your friend has never successfully signed
into his Apple ID on his device. It also sounds as if his touch ID might not be
set up properly. His device should not keep prompting for his Apple ID once
it's successfully provided.

He did try signing in with his Apple id & password. The phone continues to
prompt for it though. He has not called Apple accessibility yet as he is
hearing impaired & it is a bit of a hassle. Since no one on the list has an
answer though, that is what he will need to try next.
