Then delete them all and just set up 1 or 2. I know you are supposed to set up 
more, but I sometimes found that it works way better with just your one primary 
finger and maybe a second as backup in case you have little cuts or something 
which prevents Touch Id to recognize your primary finger.

I don't have the same issue, but using touch ID for things like making app 
purchases doesn't work on my iPhone 8.  Apple accessibility doesn't know why 
this is.  I never have to enter in my apple ID, but my password is required for 
the first app purchase, then I'm password free for the next fifteen minutes.
