Apple creates a separate iCloud backup for every device. If someone has an iPhone 8 and then they buy a 12. Both devices will have a separate backup taking up space. When someone changes phones, they need to manually delete the backup from the other device. An iCloud iOS backup does not include

Once I read a book on BARD, I delete it, so I don't have many on my phone at a given time, but when I had to reset my phone and lost all the BARD downloads, I used the Recent Downloads option in the Find Books tab to more easily find and redownload the books I wanted to put on my phone.

I have the same problem with the Audible app as well as the Amazon Music app. I had been just closing the app by double clicking my home button and then doing the 3 finger swipe up. Then I started totally backing out of the book or music first, then shutting down with the swipe. Good luck
