I have called Apple tech support and have turned off on automatic downloads and
updates, but still no success. Have also done a hard reset. Any suggestions

If you are using iCloud keychain, yes. You are logging out of icon on that
device, but that should only impact that specific device and not your iCloud
account.

may be sort of blocked or whatever you call it and you may have to go to
http://AppleID.apple.com and sign in there possibly having to answer security
questions in the process or confirming your account in
