method of telling my SE2 to not make any noise for in-coming calls but still
vibrate for the calls.

also, the vibrations stop working when I mute the phone.
I am hoping for the opposite. That is that the vibrations work while muted and
only Ciri is muted

to function. Otherwise, Ciri will go ahead and do her thing.
I just tested it, and as long as the screen is locked, the mute switch works as
expected.

As far as the mute switch, check the sound settings. The first two items have
to do when the phone vibrates.
In the phone settings, there is an announce calls setting.
IN the Siri settings, you can select control with ring switch.
