Have you tried turning off the phone by holding down the lock button for 3
seconds, letting the phone power off then plugging it in. While the phone is
plugged in, restart the phone by holding down the lock button for 6 seconds.
After a short time the phone will vibrate and VO will come on.

You might also try a reset. Hold both power and home down for ten or so
seconds. If you have any vision, watch for the screen to light up with the
Apple logo, and release the two buttons.

I wonder if somehow your voiceover got turned off in settings. I think
that happened to me last summer and nothing I did worked, but I had a
four at the time and no siri.
I had to take it to ATT and within seconds the guy there had it working
again.

I also run an IPhone 5 with iOS 6.1.4. However, I am not running FileBrowser
so can't comment on whether that is the problem. I see that the latest
version of FileBrowser in the iTunes Apps Store only requires iOS 5.1 or

I suspect you maybe did not hold down power+home for long enough for the
phone to reset. However, if Voiceover is off then of course it may reset and
you don't even know it.
Hooking it up to the computer is not a bad option, you could then do the
home+power button for at least 10 or so
