No I'm not using wifi calling. I've restarted many times since I got
10.2 when this all first started. My GF has the same issue that started
with the 10.2 update and the carrier settings that came with that.

I did not know that visual voicemail depended on cell data. Good to know.
As to why that is, I'd say call your phone company's support and see if they
have a clear explanation.

I have not been following this thread for long I've only seen the last few
posts. All I know about voicemail is that you cannot get visual voicemail
unless you're have cellular data on. Susie put cellular data on then you'll
hear the sounds and they will all come rolling in. Is that the issue?
All of the above, but the voice mails aren't even showing up in the
built in app until I do something like select the button to modify my
greetings. At that point it will sometimes pull my messages to the
phone. I'm on T-mobile in the US. This is the case on both mobile data
and wifi.

Are you on T-Mobile in the United States or in Europe? Also, is the
issue that the new voice mail sound is not playing or that new voice
mail notifications are not appearing on your lock screen when someone
leaves a voice mail? Please be specific.
