Why do some contacts not have the option for setting a default ringtone?

All, I was rearranging information, trying to set default ringtones for a few contacts, and I noticed that some had “notes” as an option where ringtone would normally be. It did not matter if these numbers were iPhones, other mobile numbers, home phones, or main numbers. Can anyone explain this
