in order for touch ID to work, your lock screen must be active first. in other
words, before laying your finger on the home button, you must push the power
button first, then your phone should unlock.

If your phone is locked putting your finger on the home button without
actually pushing it won't do anything. You still have to pus the home
button, only then will your fingerprint be read. With a little bit of
practice you basically should get to a point where you push the home
