The only workaround I see in regards to the phone, not having speech when rebooting, it is to actually plug it in to the charger and have the charger miraculously restart the phone and then possibly tell Siri to turn on voiceover if voiceover is off and if it’s on already and it’s not speaking,

Hello. We recently purchased a countertop ice maker from Best buy made by Insignia. It was on sale at the time for $99. I believe it usually sells for $120. It has real buttons and perfectly accessible. It can make up to 26lbs of ice per day which was more than enough for our needs.
