I just went into Printers and Scanners. While I could see my printer that is
currently offline no error message appeared and I could delete the printer
without fuss. I now have no printers. Sorry I couldn't be of much help. Tried

You need to go to Settings, then general > accessibility > VoiceOver >
speech. I think the "VoiceOver" part was the bit you are missing. Also
in iOS 9 you can now search for the particular setting.
