No, all that will do is to relaunch the app. A 3 finger swipe up will
dismiss the highlighted app.

I doubt that most people use the app switcher to close every program on the
phone so even though you can get to the home screen by pressing the home
button I can still see why

first is that I can get to all of my apps without having to switch
pages. I really like not having to do a three finger swipe to get to
anything but the last four apps in my App Switcher.
