I checked under VoiceOver, Verbosity, and my numbers was set to words.
Changing it there did not change anything. I know, those are VoiceOver
settings and not Siri settings, but it doesn’t hurt to double

This is not the ideal solution but if you want Voice over to read single
digits, try using the rotor and go to text selection and select either the

I think this is a general problem. If you have earphones I find that the
numbers spoken by voice over are more distinct for some reason. I can’t
guarantee or explain why this is so, but it usually works for me.

In iOS 13 you can enter numbers during a call on a Bluetooth keyboard although
for some reason it seems to work only with the number row on top of the
keyboard and not with the numeric pad if you use a keyboard which has one. But
I guess it is better than nothing. If you want to dial a number
