settings/general/usage, and make sure you have no music on your device. If
there is, hit the edit button in the music section of usage, and delete all

What Ricardo describes is how Music Match always behaved before iOS 7.
According to Apple, the behaviour is supposed to now be what Cara describes.
Unless Recardo has not yet updated the particular iPhone, I would wonder why he
is getting the earlier actions from his iDevice.

it explained what Ricardo is seeing. I did a Google search to find this,

iTunes Match is what you want.
You do not need to have an item downloaded to your phone in order to play it.
NOt sure where that info came from but rest assured that iTunes Match is meant
specifically for this sort of thing.
