if you are looking for VNC to initiate new login sessions as it can be
made to do in unix, I think you will be out of luck.
if you are looking to be able to use VNC for remote control of user's
terminal services sessions, I'm doing that with the 3.3.7 release. the
service controls the console on
VNC on windows is a pure remote control application it does not have
sessions like term services or citrix. So it is possible to have
multiple connections, however they will all be the same desktop.

I don't know what you mean by flavor of VNC - there is VNC
and there is software (such as VNC Scan, for example) that is
based upon VNC.
shadowing active Terminal Server sessions is already
possible, simply by running VNC Server in User Mode in each session.
