Excellent report!

I'm really impressed with the low level of donations from Latina America.

We need to do something to stimulate people to contribute a little bit more
to our mission.

During the first two weeks of the campaign in Brasil, I received a lot of
messages from friends requesting information about the Wikipedia banners
asking for donations, a lot of people thought that it was spam, spyware or
something fake. So, I guess the low level of donations from Brasil
(specially) can be linked with that issue.

In August I started a local effort talking to some journalists regarding
the importance of the donations to our movement.

I contacted some of our contacts to spread it, and many posts was published
here regarding the fund-raising campaign, with a really good impact.

What we can do to help to improve the local level of donations? I'm really
interested to help with that problem here and our user group can spend some
time on it, for sure it is something that need some attention.

How can I get more information about the donations from Brasil, mainly to
identify if after the news published by the local media it improved(or not)
the level of donations?

There are any way to track it?

Wikimania 2017.


The Wikimania 2017 jury call for volunteers should have gone in August, 
but I don't think one was sent (or at least I missed it). September 2015 
is the time when jury selection should be announced (which can hardly be 
done if there was no public call for jury members), and also the bidding 
is supposed to open. I see two unofficial bids so far: Bali and Perth. 
The former is filled with "Lorem ipsum" text and the latter is just 
plain empty.


Did we forget about Wikimania 2017? Do we still want it? Who is in 
charge of this process? Is this timeline accurate (since the only edit 
on that page was done by a non-WMF person; however, the process 
corresponds to the one from 2014 in terms of the timeline)? Is there an 
underlying problem that is causing bidding fatigue (since there are no 
valid bids so far)? Is it too early to go into this process altogether 
(and am I just being too dramatic)?

Got it. I am hoping to see a net increase in the capacity of the grants
committees as a part of this process change.

Eventually, I'd also like to see more peer review among affiliates for all

There is a new committee proposed for these grants (see the second point of
the summary). FDC members are not eligible for the new committee, but I
guess GAC members could join and volunteer some more of their time :)

Thanks for the info.

Which grants committee is reviewing these applications? My understanding
from CR is that the grants committees have more work than capacity, so I'm
curious as to who is involved in reviewing the simplified APGs and what the
impacts will be on the capacities of the FDC and GAC to review proposals in
their domains other than the new simplified APG proposals.

Block depends on so many factors, depends on ISP you can see wide range of
behavior, for me nothing is blocked since my ISP is IPM. This behavior is
changing and that's worrying to me. Wikipedia was accessible using Irancell
in Tehran but right now it's not. More worrying, upload.wikimedia.org is
blocked so without proxy there is no image (except images in cache)
anywhere in any wiki. People in Shiraz don't have access to any WMF wiki at
all but as I said we need to check more deeply into this matter and start
talking to the government or anyone useful ASAP. I will talk to some people
tomorrow in a conference I will attend.

but it seems that these were turned into redirects, probably when the https
switch happened.

Would it be an idea to not make them redirects but return the content on
the wikimedia domain, or, even better, on the wikipedia domain (and maybe

What error do you get when you try to upload a picture? If you share couple
of screen-shots, those can help, too.

Re Wikinews, can you get to Wikinews and the images inside articles don't
get uploaded or you cannot get to Wikinews at all? If the latter, what is
the error you're getting?

There is an effort to collect more information about which ISPs work and
which ones don't (note that in some ISPs, the bad_connection_error happens
only at certain times during the day so you may want to check the ISPs
you're checking in different times of the day if that is the error you
see.). If you have more information, you can add them in the corresponding
tea-house discussion

Not all WMF websites are blocked in Iran, Till now commons is blocked and
Fawikinews (starting this evening), as far as I contacted local
authorities, they didn't confirm the block, they only said it might
technical issue, I am still try to get more information to see what is
happening

It had started with Wikimedia Commons and then upload.wikimedia.org (so no
images) and now Persian Wikinews and I just realized except a few number of
ISPs all WM websites are blocked everywhere. Obviously analytics can give
more details.

I talked with legal team in Wikimania and asked them for a direct talk or
any kind of negotiation with Iranian government to make things easier but
It's going worse. they lifted block on CNN once Rouhani had interview with
them two years ago.

Any ideas?
