 I'd definitely agree there. There are a few non-negotiable points (NPOV,
copyright and licensing, nonfree content, etc.), but outside those,
individual projects generally have latitude to run things as their
community needs. And a project with thirty users and a thousand articles
will not be well served by some of the rules that make sense for projects
with thousands of active editors and millions of articles.

That being said, having some baseline stuff as a point of reference isn't a
bad idea, but individual projects should be free to modify or reject any
parts that don't make sense for them.

I oppose to that. Like that communities with bigger number, i.e. English,
will impose their rules to other communities. It's a basic fundamental
principle of Wikimedia projects since the beginning that every community is
independant,

Bassel’s wife has confirmed that she received word and confirmation of his 
death. A number of organizations which follow these protocols, such as Amnesty 
International and Bassel’s own organizations, have sadly all indicated they 
believe confirmation has been met. We are relying on Bassel’s family and 
closely affiliated organizations working with them to determine the situation 
as best we can.

Unfortunately the Syrian regime has been ignoring requests for two years for 
information on Bassel’s status and whereabouts. I am not confident we will get 
public and official word from them anytime soon, if ever. They have made it 
clear they do not respect international protocol. I trust the family would not 
make this announcement without being confident it was true - especially after 
the false rumors in years prior. Additionally based on my own past experiences, 
I do not see any benefit in questioning the family’s judgement or wording in a 
matter like this - especially given the people involved (his wife is a human 
rights activist and shown familiarity with the complexities of a case like 
this) and organizations I believe are providing assistance (although cannot 
offer citations on that).

Foundation have proofs of Bassel's death. Some international conventions
about forced disappearance have protocols to talk in public and confirm
this terrible cases. One of that protocols is talk about "forced
disappeared" victims until families have a scientific confirmation from an
official source. In many cases around the world governments or other
persons use rumors to undermine morale of the families of the victims and
organizations around them or force to the victim to be abandoned.

While we don't have that kind of confirmation for respect we must insist to
refer our colleague as "dissapeared".

The passing of Louise is really sad :(

On the other fronts, Edouard it feels like you're not telling things the way
they really are.

"The board acknowledge..." means the board has been forced to a new AGM by
25%
of the member. Our bylaws dictate that.

The board has published a shameful "Right of reply" [1], full of
inexact/false
statements that are on the same line than the email sent by the board
on July 11th (and shared here by Chris [2]).
This Right of reply even "use" Louise passing ... For shame!

In an uncollaborative way, the board has not listen to the community/member
for
the agenda which forces the members to a new vote [3] to add items to the
agenda
... during the summer ... and Wikimania.

I hope the board will have again to "Acknowlege" the voice of the
community,
but I wish we did not had to go this way.

I am truly ashamed of this board,

its nice idea most just usurp the english policies to start with anyway
when they need it so having a base line on meta would be good though
probably it would best to have it set up automatically in the incubator
stage so that they get moved across when the projects takes the big leap
forward and the community that develops the project can develop these
policies as they grow.   It also means that as part of the jump these pages
will need to have been translated as well.

note I'm currently involved with a wikipedia in the the incubator

communities) after a detailed consultation and needs-assessment, please

but with slightly different wording. Nearly all, because a lot of the
smaller lacks them, and a lot has outdated or only partial policies. It
takes a lot of time to actually make them and keep them updated.

Creating and maintaining the core content policies should not be something
that small projects should invest a lot of time in, they should simply be
able to point to existing policies on Meta. The central policies should be
localized if necessary.

Checking Meta I find

- https://meta.wikimedia.org/wiki/Neutral_point_of_view

I can't find anything like "Verifiability".

Would it be possible for Wikimedia Foundation to make some sound baseline
policies, and with the option for local projects to refine those? Perhaps
with assistance from editors on Wikipedia?

diverging into verifiability of external sources. It should be about
original research in content on Wikipedia. Likewise, at some projects
neutral point of view has become "do not diverge from creators point of
view"…

Greece? i have some memories of a grant of 2 years ago. it was something with 
special kids (or seniors?) or in a school or a special structure. Look in the 
grant pages on meta when you have time.
That's not the only one probably, so if you want to go global you can join 
forces.

them achieve that, soon we will start this initiative city by city and
hopefully by end of 2018 we will cover all major provinces and cities of
Iran. hopefully we can turn this to a global initiative.
