 1) A small set of action teams have been agreed with a focus on
 external deliverables including chapter peer reviews, providing advice

 2) The recruitment of a Secretary General is parked until such a time
 as the council is confident of securing a budget and there is a strong
 consensus on the immediate necessity of such a role or its equivalent.
 Legally incorporating the Association will also be similarly parked,
 as the driving factor would have been the need to employ staff.
 3) The previously planned elections for Wikimedia Chapters Association
 Council Chair will be brought forward one month, to starting this
 week. A separate note/email will explain the process of one week
 calling for nomination statements, questions and a similar time for
 the council vote.

 Thank you to those who have engaged already with feedback and those
 that were available to take part in the meeting last weekend. For
 those Council members and interested Wikimedians who were unable to
 take part, I welcome your feedback on this pragmatic way forward as
 early as possible, and I encourage you to lend a hand with the action
 teams, as they will benefit your chapter directly.

 A special thanks to Wikimedia UK for offering to host the London
 meeting, including Richard Nevell's support with practical logistics
 all weekend, including much needed coffee and sandwiches. I look
 forward to seeing many Chapters helping the action teams and future
 activities of the Association, with suggestions and practical offers
 of staff support. :-)

I have sat through so many meetings that wasted time in various degrees
that I thought of a football referee system where people could hold us
yellow or red cards if they thought the meeting should be 'warned' or 'sent
off'.
More than two cards and the meeting gets abandoned or sorts itself out.

Speaking as an individual and not on behalf of the chapter (and not as an
American obviously) I think this seems a proportional response but would
encourage everyone in the UK community to share their thoughts.
I think it would be naive to think this was not aimed at US citizens as
well, despite denials, but it certainly has implications for our freedoms
in Europe.

 * Chapters Exchange [1] as a place of coordination for common projects.
 * Boards Training [2] as a way of enabling good organisational work.
 * Peer reviews [3] for learning from each other.
 * Chapters Manual [4] as a sustainable documentation of the way Wikimedia
 organisations work.
 * Journal on Meta [5] for staying up to date.

 Obviously, I need help for this :) So please participate, if you find
 these projects useful. I suggest, for coordination, we gather around the
 Chapters Exchange page on meta [1] for the time being.

I think there is an assumption that it is needed and indeed welcomed. From
my two experiences it has been very valuable and,I would argue, in an
organisation like ours essential for developing good working relationships
and practices.

   We are trying to get the deafeningly-silent majority of chapter/ThOrg
  board members on this list to _participate_ in determining the location,
  and later the program, of next year's WMCON.
 
  If the level of interest expressed so far is a fair reflection of the
  actual level of interest, and given WMDE has expressed interest in
 hosting,
  we could default to that and forego this whole bid process.  The point of
  the bid was to accommodate a perceived interest in sharing the burden
 (and
  joys) of hosting; if that perception is incorrect, we don't need this
  process.

 will hold Wikimania 2015[0].

 The Requests for Proposals (RfP) is being written right now[1], and will be

 serve on the selection jury[2]. The jury will select the winning bid based
 on published criteria, reviewing the bids from January onwards until the

 Committee will select a jury that is a balanced representation of the
 community, from a diverse range of backgrounds, sexes, languages, cultures

 activities;

Hi Nathan,

Re Q1 our legal advice was to set up a separate company in case anyone came
after QRcodes in some litigious fashion. This keeps it at arms length.

Q2 I am the only person associated with it at the moment - the AGM was a
rather solitary affair - but we need to add another director not least in
case I go under a bus.

Q3. There will be an agreement, it is being drafted.

Come into the office for a coffee and we could chat about it in more detail.

 Two years ago, I was presented with the opportunity of living in Argentina

 better professional and a more mature person. However, at the same time I
 feel that I need to move on and continue with new projects and challenges.

 projects we worked on and we are still working on.

 I leave the Association in a very different position than when I took
 office. We have several ongoing projects and we regularized all the
 delayed
 paperwork. We became the first organization from a developing country to
 get an Annual Plan Grant via FDC and have been one of the best-graded
 chapters in both processes. We are now a reliable and serious
 organization,
 continuing a process of professionalization that can improve our programs,
 making them more efficient and more effective. Clearly, this has not been
 only due to my work, which is why I thank the Board of the Chapter that
 helped me in everything and to María Cruz, which has been a great
 colleague
 these months.

 My main interest is that Wikimedia Argentina continues to grow, which is
 why we have decided that my departure occurs at the end of March. This
 will
 allow us to work calmly to ensure the continuity of the ongoing projects
 of
 Wikimedia Argentina and the transfer of knowledge once the new Executive
 Director takes office. In any case, I will continue to participate as a
 member and Wikimedia volunteer, once this period expires. By request of
 our
 Board, I will also attend the next Wikimedia Conference, so I will be able
 to transmit the experiences of Wikimedia Argentina in the last year.

 I appreciate the trust placed in me by the Board and all the members of
 Wikimedia Argentina and their support all these months. I'm sure they will
 continue the great work we have done lately.

 knowledge. Certainly, not everything we as a movement or parts of the
 movement was achieved, though.

 Between many WMNL members and me, there were two grades of separation:
 coming from the humanities, my geekiness differs a little from the
 average Wikipedianess; having the German Wikipedia as my home wiki, I
 was never a very active or 'true' part of the Dutch editing community.
 And when I quoted in my speeches from medieval quests or Prussian
 literary realism, I received therefore some strange looks from some
 members.

 But I remain firmly convinced that good governance and respect have no
 nationality. Indeed, stroopwafels do have, and so I adopted the Dutch
 custom to bring them with me to Wikimedian meetings abroad.

 Wikimedia Nederland has experienced and overcome a difficult period of
 transition. Office space and employees, more members including more
 members without Wikipedia background, more activities, more money,
 more responsibility; more need for an association to mature and focus
 on what is necessary (and not always easy, cool or fun). We achieved
 that as a collective, slower than previously expected, but with the
 appropriate pride and good feelings about the future.

 whatever wiki, chat or real life meeting.

A few points.

There is no policy to restrict participation to three representatives.
Indeed, many chapters are sending more than three delegates as has been the
case in previous years.

For the record we have people going for four reasons:

   - CEO and Chair as standard
   - Two staff and one trustee who are invited to do presentations on areas
   of strength in the chapter.
   - Two trustees (we are guessing KR might actually be a misnamed Kate
   West) who will be using this as part of their induction as trustees - a
   great chance to meet other people and learn about the community.
   - Everyone can promote Wikimania London and learn about people's ideas
   and expectations.

I think this is a sensible use of our resources, (flights to Berlin are
cheaper than many train journeys to UK cities), supports our learning and
helps share our knowledge and understanding with other chapters.

And on a final point we will certainly not be going round in a sort of WMUK
gang trying to overwhelm small chapters - quite the opposite and I think we
have a good record at WMUK of supporting others.

 that they answer them.

 made here for the record, There are 8 people being funded not 7. Named
 as going are the CEO, 2 additional full time employees and 5 trustees
 representing Wikimedia UK at the conference.

 representing the London Wikimania Programme and a member of the FDC.

 On behalf of the Wikimedia Foundation Board of Trustees I am delighted to
 announce that the new Executive Director of the Wikimedia Foundation will
 be Lila Tretikov. Lila is a widely respected Bay Area technology leader,
 most recently with SugarCRM.
 
 As many of you know, about a year ago Sue Gardner announced she planned to
 step down as our ED. As we launched the search for her successor, we spent
 some time working through the most critical requirements for the role. We
 decided the new ED should be someone with a product/engineering background,
 ideally in an open-source or other online community context. We wanted
 someone experienced with organisations that were growing, who'd managed
 staff and budgets comparable to ours, and who had experience creating
 continuous delivery of technology improvements in an agile context. We
 wanted a person who is oriented towards collaboration, transparency and
 openness, with some experience with complex stakeholder environments, and
 with an international orientation. We knew we needed someone with courage
 and strong personal integrity, who wouldn't be intimidated by attempts to
 censor the projects.
 
 Lila is precisely what we set out to find.
 
 Lila was born in the Soviet Union and moved to the United States alone, as
 a teenager. She's been working for technology companies, primarily in open
 source, in the Bay Area for the past 15 years. In 1999 she started her
 career at Sun Microsystems. Shortly afterwards she founded GrokDigital, a
 technology and design company. She spent three years as senior director of
 development at Telespree, a company that provides cloud-based wireless data
 services for mobile carriers. For the past eight years, she was at
 SugarCRM, where she held positions of increasing responsibility as the
 organization grew, including being in charge of internal IT, marketing,
 customer support and professional services, engineering, and product
 development. She has a stellar reputation as a leader who is highly
 skilled, collaborative, open, passionate and curious.
 
 We think Lila will be a terrific fit for the ED role. The Transition Team
 (Phoebe, Alice, Kat, Sue, Erik, Geoff, Gayle and I) voted unanimously to
 recommend her to the Board, and the Board voted unanimously to accept the
 recommendation. She strikes all of us as smart, brave and unpretentious,
 and we believe she has the skills the WMF needs.
 
 Lila is going to spend the next few weeks in learning-and-listening mode,
 and will take over the ED position from Sue at the end of the month. Her
 first priority will be to immerse herself in deepening her understanding of
 the Wikimedia projects.
 
 I want to close this announcement by saying a heartfelt and deeply
 appreciative thanks to Sue, who has been the Executive Director of the
 Wikimedia Foundation for the past seven years. When the Board and I hired
 Sue in 2007, we were just a chaotic little non-profit in small-town
 Florida, with a tiny staff and not much money. Over the past seven years,
 Sue's leadership has built the Foundation into an effective, well-funded
 and well-managed organisation, with integrity and a clear sense of purpose,
 and her steady and committed presence throughout the search process was
 integral in helping us come to this excellent result. We will be forever
 grateful for her leadership and vision, and I hope we can continue to rely
 on her support in the months and years ahead.
 
 In June Sue will move into a new role as a special advisor to me and Lila.
 She'll also take a well-earned holiday, and maybe even a bit of a
 wiki-break, before beginning to think about what she's going to do next.
 Many of us will get a chance to see her in London, at Wikimania, in August.

There is no intention to hide the costs to the chapter of the Chapter's
involvement in the Wikiconference Berlin, but it is not a simple
calculation.

One person was asking for trustee expenses, others are asking how much we
(WMUK) spent on the entire conference (including staff, volunteers,
speakers, trustees etc). I hope to clarify this here.

So for trustee expenses: not all of the board went as trustees, as two (at
least) were invited as speakers - reporting that as a trustee cost wouldn't
be accurate. As to staff – I attended as the Chief Executive, but the other
two staff were also invited speakers. One of the staff had some costs paid
by the Foundation.

As to the cost mine was probably on the low end, as I booked my flight
early and always use public transport or bicycles, but from recollection
(and I have to sign off all trustee expenses) the total cost to the chapter
is close to £2600. My expenses are here

The trustees are discussing how best to itemise expenses in a way that
ensures an appropriate level of transparency at the board meeting this
Saturday.

I do not know why anyone would call the conference a 'junket', that needs a
citation I'd think, but it was, as I have explained before in detail, a
productive working three days at a reasonable cost to the chapter. If you
think it was a junket then the whole conference could be judged a waste of
money and the previous ones as well - and they aren't. The reality is that
these are important working conferences where chapters and other
organisations meet to discuss best practice.

[Wikimedia-l] Two special workshops before Wikimania.

*Two special events just before Wikimania aimed at spreading good practice.*

 *Governance workshop 7th of August.*

Based on the successful board training workshop held in March this year, we
are organising another such workshop, this time coinciding with Wikimania
here in London. This workshop will be based on the successful March
training workshop, with largely the same material covered. It's intended
for people who are (or will shortly be) board members of Chapters or
Thematic Organisations. This session is planned for 7 August 2014, i.e. as
a pre-meeting to Wikimania.

 It's a simple and basically fair question - how much did the WMUK spend on
 the Wikimedia Conference 2014? Whether a particular expense can be
 classified as staff, or trustee, or speaker, or etc. is interesting but not
 crucial to answering the question. Given the strained relationship with
 Ashley I can understand the reluctance to respond, but I don't think there
 is a strong moral basis for not providing the round total number.

At WMUK we are often approached by people wanting to improve content in an
area. We can offer edit training and support for events where people can
come together and improve or create pages.  Last week our editathon run by
volunteer Doug Taylor with Barclays was one such success:   *'There were
472 “saves” and 378 articles edited or created across 18 different language
Wikipedias'.*

 thing: Wikipedia is not a welcoming place for experts.  Pretty much
 everyone who was working in my subject has left a long time ago.

 chapters to support the work of volunteers in the cultural sector with
 appropriate technology. This availability of appropriate technology is
 clearly increasingly a distinguishing factor for Wikimedia relative to
 more commercial offerings in its appeal to the cultural sector.

 At the same time, WMF itself doesn't currently prioritize work with
 the cultural sector very highly, which I think is appropriate given
 all the other problems we have to solve. So if this kind of work has
 to compete for attention with much more basic improvements to say the
 uploading pipeline or the editing tools, it's going to lose. Therefore
 I think having a cultural tooling team or teams in the larger
 movement would be appropriate.

 I've not heard back from WM-CH yet on this, but I also don't think
 it's an exclusive suggestion, so wanted to put the idea in people's
 heads in case other organizations in the movement want to help with
 it. I do want WMF to solve the larger infrastructure problems, but the
 more specialized tooling is likely _not_ going to be high on our
 agenda anytime soon.

 the Orthography of Serbian language.

 He is also a lexicographer, working in Matica srpska [1].

 So, we met in my office. While drinking some alcohol, besides his own
 project, we were talking about the state of Serbian lexicography and
 culture in general.

 We were talking about Matica srpska, as well; about present financial
 state of the institution, which has money for salaries and the most
 important projects, but doesn't have for a number of projects.

 I had bold ideas, of course, but I was quite skeptical about rational
 possibility of cooperation between WMRS and Matica srpska. However, he
 convinced me that the president of MS is likely willing to cooperate
 and that we should talk about that.

 So he told me that he'll arrange the meeting with the president and
 that we should talk about that.

 Few weeks later I led WMRS delegation (our ED Mile and our program
 manager Ivana were in the delegation) to the initial talks with MS.

 I think we were talking two hours. And I am quite confident to tell
 you that on June 20th, 2014 happened one historical event, not just
 for Wikimedia Serbia, but also for Serbian culture and free knowledge.

 I wasn't able to talk about this till today, when we got formal letter
 from MS, which summarize our meeting and emphases their commitment to
 accessibility of knowledge to as much people as it's possible.

 If you are in Slavic culture in general, you should know what Matica
 srpska is. As the most of you are not, here is the story in short...

 MS is the oldest cultural and scientific institution in Serbia. They
 are the main lexicographical and encyclopedistic institution in
 Serbia. It isn't easily comparable with large cultures, but,
 basically, if we don't count independent institutions, 90% of
 dictionaries and the most important encyclopedias have been created
 inside of MS or with MS as the leader of the project.

 We share one important trait with the institutions like MS is. It's
 about long term goals. We want to start cooperation and develop it.
 So, we are starting with cooperation slowly. During the next year our
 goal is to liberate two dictionaries. One is ornithological, the other
 one covers dialects of Vojvodina.

 That's just the beginning, of course. Their editions are the main
 dictionaries of Serbian language and we'll discuss the next year about
 the steps toward liberating them. They are also in charge for creation
 of national encyclopedia, but it has its own Board and during the next
 months we should start talking with the Board, as well.

 The significance of this cooperation for Wikimedia is that we are at
 the beginning of the first close relations with one main national
 cultural institution, which focus is creating dictionaries and
 encyclopedias. They share our goals, as well as they want to cooperate
 with us.

 And it's not just about liberating content because we will help it
 financially. It's their commitment, as well. They want to share their
 content on Internet. With our (technological, licensing etc.) help,
 they will become the institution which shares their content by
 default, no matter if we are involved or not.

 I know that this story is not applicable in many cases. It's not
 rational to expect that the University of Oxford would do the same.
 However, I am sure that this story *is* applicable in many cultures of
 the similar size, like Serbian is.

 It is also important that the visibility of Wikimedia organizations
 all over the world is very important. You could get something very
 valuable if you show that you are friendly.

Apologies - we have been dealing with literally hundreds of payments. We
has tried to prioritise volunteers in actual fact but if yours has not been
paid this needs to be remedied. It is possible that yours has been lost -
please contact me directly with the details and I will chase them.

In retrospect having a big box for the expenses claims was not the best
idea and that was one reason we did an email chase up a while back. I am

[Wikimedia-l] Au Revoir from WMUK CEO

With some sadness I have to tell you that I will be leaving Wikimedia UK,
as an employee, if not as a volunteer, at the end of the year. I have
achieved what I set out to do and leave WMUK in a good state. I now need to
look for new challenges.

I was the first chief executive and it has been an amazing three years
watching the chapter grow and develop. It has not always been smooth
sailing but we have come through it together in good shape. Wikimania
proved how professional we had become and the positive feedback from the
participants makes all the work we put in worthwhile.

My heartfelt thanks to everyone in the community, particularly the
volunteers who are at the heart of all we do, my great colleagues at the
Foundation and the loyal and hardworking staff at WMUK who have supported
me so ably and with such good humour over the years.

My best wishes go to my successor in all they seek to achieve.
