Please also note this change to the bylaws was proposed by a member, not by the board. Were the changes enacted because supporting members largely don't attend meetings or participate in chapter activities? That is the nature of supporting members. Otherwise they'd change their status to be active. In the recent years, we have had a huge increase in the number of supporting members, shifting the ratio between active and supporting members. As I said, roughly 90% do have supporting status. The changes adapt the bylaws to this fact and strengthen the position of the active members. What types of expenses do you expect to reimburse, and are there caps already set up? As I said before: There will be no changes in our expenses. You wrote, you think these changes to be interesting. [Wikimedia-l] Chapter collaboration
Dear WCA Council Members, dear Wikimedians, most of you are probably already aware of Ziko's and my resignation as Deputy Chair and Chair of the WCA Council. I don't want to reiterate the whole story, as many things have already been said [6][7]. The discussions that followed when it became clear that WMFR was about to withdraw made it obvious to both of us that our resources are better spent elsewhere: * Support for the WCA within Chapters is very small. * Chapters withdrew from the WCA long time ago by non-participation. * The WCA is expected to do big things with no resources. * It is virtually impossible to get rid of the structural debates. Still, I firmly believe we need to continue the dialogue. There are some projects (started by the WCA and others) that are very promising if they get the attention they deserve. As a consequence, I will focus on working on Chapter collaboration and the continuation of programmes. Here's an (incomplete) list: * Chapters Exchange [1] as a place of coordination for common projects. * Boards Training [2] as a way of enabling good organisational work. * Peer reviews [3] for learning from each other. * Chapters Manual [4] as a sustainable documentation of the way Wikimedia organisations work. * Journal on Meta [5] for staying up to date. Obviously, I need help for this :) So please participate, if you find these projects useful. I suggest, for coordination, we gather around the Chapters Exchange page on meta [1] for the time being. Dear all, in its July voting, the WCA has decided to open up membership for thematic organisations and give user groups a voice. If you are a representant of a thematic organisation or a user group and would like to know more about the WCA, feel free to get in touch! Now we're facing a situation where the name (Wikimedia _Chapters_ Association) is inconsistent with who we actually define as our member base. So we need to change name. Our first stab was Association of Organisations. It was not accepted, but hey, I'm not overly sad. I guess, we can do better. But we need your ideas! What's a good name? Hi everyone, I am happy to announce we started WCA/Journal this week: https://meta.wikimedia.org/wiki/Wikimedia_Chapters_Association/Journal WCA/Journal is one big piece in the mosaic of tools and communication spaces we provide in order to start and grow the exchange of ideas, solutions and projects. It's purpose is to make organisations aware of each other's work, give them some entry points for collaboration, make their success stories visible and share their experiences. The Journal is written collaboratively. Anyone can contribute. In order to have some rhythm, the page will be archived on a monthly basis. The focus of this page will be on anything related the work of Wikimedia organisations, such as chapters, thematic organisations and user groups. Deryck, it makes me sad to read your leaving message, as I have got to know you as a very constructive and engaged person, and I think your input and contributions are very valuable to the movement. It seems to me that we all kind of agree there's a gap between GAC and FDC funding when it comes to professionalization, esp. setting up an office and first staff. Also, there's the possibility of losing all the funding. That, IMHO, is a very dangerous situation for an organisation. Maybe it would help to have a process to up- or downgrade a funding proposal from GAC to FDC and vice versa, so in case a FDC proposal is not approved at all, there's still a fallback option. Also, I think we should offer some guidance through the process based on the experience we made so far. As has been stated before, the step from zero to three employees is a big one. Maybe an early assessment of the proposal might have lead to other options and better success in funding. Personally, I am no expert in FDC funding, but can we not get a group of people together who are willing to help with such an assessment? Some of this already happens on wmfcc-l, but not consistently - much more could be done here. # Domain names. There is a list of these on internal already, which is actually being maintained by some people. Tackling squatted domain names and keeping track of who owns what is a global problem that should be done collaboratively, but in confidence, rather than just by individual organisations. # Contact information for the various organisations. Some of this can be done publicly, but not all, and it would be good to have a central place for this information anyway. # Notices of sensitive activities. E.g. if there's an upcoming risk of law suits, infrastructure difficulties within organisations, etc. then it would be good to be able to share these and ask for help without publishing them to the world at the same time. That doesn't need a mailing list - it can be done on a wiki. # … and I'm sure there's more examples that can go here, this isn't trying to be a complete list! So, rather than close the internal wiki, I'd like to propose a radical redesign and repurposing of it. Is there the interest and willingness in the WMF and the chapters to share such information with each other? I think the point about representing vs. serving was well understood in the London meeting. The planned outcome is a series of actions that serve all the chapters and even other entities. This will be our main focus. As I said before, when it comes to representing, though, an opt-in model is the best way to go. But this is IMHO the problem, the WCA has been presented like a body that should represent the chapters in negociation with the WMF, but it has been received like a body that will actually serve the big european chapters in their negotiation with the WMF. Though our vote was valid, I was never very happy at being elected without competition or much discussion. For that reason I was not prepared to just stay in position for 2 years. You will recall that for the Deputy Chair position, there was a competition and discussion so I believe this had a firmer sense of democracy. 3) 7 council member connote decide on their own of keeping in place the deputy chair!! Similarly, this was no a decision that was ever tabled or considered necessary. 4)The WCA do not need continuity, since ten month we haven't been able to provide something real , I don't see why we should continue this way We chose to radically re-frame our plans. We have done this in a way that does not require resolutions or complex bureaucracy to move forward. I don't see how asking Ziko to go through an election process now, helps demonstrate that we are taking an external focus. The election process for Chair is a different matter, it was always planned for March and I have chosen to bring this forward based on the continued private approaches to the Council from 5 WMF trustees since my election, who were not happy with the WCA having me as our elected Chair, though the WMF itself has no public position on this matter. The association represents the common interests of those chapters within the Wikimedia movement. The association will facilitate the exchange of experiences, ideas, and knowledge between chapters and assist them in their organizational development and to develop common programs and projects. To enhance external communication, coordinate the Wikimedia movement and represent its chapters on official occasions, CA is looking for an experienced and motivated person to become the full-time Secretary-General (f/m) of the Chapters Association. CA is incorporated in Geneva, however depending on your place of residence a relocation might not be necessary. Job description The Secretary-General is to be head of the CA?s Secretariat as defined by the CA?s charter. The Secretariat performs the executive powers of the Association. The Secretary-General will be elected by the Council. The other Members of the Secretariat are appointed by the Secretary-General, with the consent of the Council. The Secretariat reports to the Council on the Association's activities and has the right to submit proposals for Council resolutions.
