Till now I had mixed feelings on the nature of Wikimedia Deutschland. On

Please also note this change to the bylaws was proposed by a member, not 
by the board.

Were the changes enacted because supporting members largely don't attend
meetings or participate in chapter activities?
That is the nature of supporting members. Otherwise they'd change their 
status to be active. In the recent years, we have had a huge increase in 
the number of supporting members, shifting the ratio between active and 
supporting members. As I said, roughly 90% do have supporting status. 
The changes adapt the bylaws to this fact and strengthen the position of 
the active members.

  What types of expenses do
you expect to reimburse, and are there caps already set up?

As I said before: There will be no changes in our expenses.

You wrote, you think these changes to be interesting. Is that still the 
case now? If so, could you be more specific?

[Wikimedia-l] Chapter collaboration

Dear WCA Council Members, dear Wikimedians,

most of you are probably already aware of Ziko's and my resignation as 
Deputy Chair and Chair of the WCA Council. I don't want to reiterate the 
whole story, as many things have already  been said [6][7]. The 
discussions that followed when it became clear that WMFR was about to 
withdraw made it obvious to both of us that our resources are better 
spent elsewhere:


* Support for the WCA within Chapters is very small.
* Chapters withdrew from the WCA long time ago by non-participation.
* The WCA is expected to do big things with no resources.
* It is virtually impossible to get rid of the structural debates.

Still, I firmly believe we need to continue the dialogue. There are some 
projects (started by the WCA and others) that are very promising if they 
get the attention they deserve. As a consequence, I will focus on 
working on Chapter collaboration and the continuation of programmes. 
Here's an (incomplete) list:


* Chapters Exchange [1] as a place of coordination for common projects.
* Boards Training [2] as a way of enabling good organisational work.
* Peer reviews [3] for learning from each other.
* Chapters Manual [4] as a sustainable documentation of the way 
Wikimedia organisations work.

* Journal on Meta [5] for staying up to date.

Obviously, I need help for this :) So please participate, if you find 
these projects useful. I suggest, for coordination, we gather around the 
Chapters Exchange page on meta [1] for the time being.

[Wikimedia-l] WCA Quest for the Cool Name

Dear all,

in its July voting, the WCA has decided to open up membership for 
thematic organisations and give user groups a voice. If you are a 
representant of a thematic organisation or a user group and would like 
to know more about the WCA, feel free to get in touch!


Now we're facing a situation where the name (Wikimedia _Chapters_ 
Association) is inconsistent with who we actually define as our member 
base. So we need to change name.


Our first stab was Association of Organisations. It was not accepted, 
but hey, I'm not overly sad. I guess, we can do better. But we need your 
ideas! What's a good name? Put your suggestions here or support a 
proposed name:

matters of daily and strategic business. Among the projects we do are:

* WCA Journal [1]: a medium to keep up to date in the organisations world
* Chapters Manual [2]: a resource to look up any questions regarding 
operating a Chapter
* Peer Review: we offer to double check your organisations strategy, 
funding requests or projects
* Organisations Seminar [3]: Two days packed with experience and 
discussion about running Chapters and Wikimedia organisations.

So we decided to just skip the time in between.

Hi everyone,

I am happy to announce we started WCA/Journal this week:

WCA/Journal is one big piece in the mosaic of tools and communication 
spaces we provide in order to start and grow the exchange of ideas, 
solutions and projects. It's purpose is to make organisations aware of 
each other's work, give them some entry points for collaboration, make 
their success stories visible and share their experiences.


The Journal is written collaboratively. Anyone can contribute. In order 
to have some rhythm, the page will be archived on a monthly basis. The 
focus of this page will be on anything related the work of Wikimedia 
organisations, such as chapters, thematic organisations and user groups.

Deryck,

it makes me sad to read your leaving message, as I have got to know you 
as a very constructive and engaged person, and I think your input and 
contributions are very valuable to the movement.


It seems to me that we all kind of agree there's a gap between GAC and 
FDC funding when it comes to professionalization, esp. setting up an 
office and first staff. Also, there's the possibility of losing all the 
funding. That, IMHO, is a very dangerous situation for an organisation. 
Maybe it would help to have a process to up- or downgrade a funding 
proposal from GAC to FDC and vice versa, so in case a FDC proposal is 
not approved at all, there's still a fallback option.


Also, I think we should offer some guidance through the process based on 
the experience we made so far. As has been stated before, the step from 
zero to three employees is a big one. Maybe an early assessment of the 
proposal might have lead to other options and better success in funding. 
Personally, I am no expert in FDC funding, but can we not get a group of 
people together who are willing to help with such an assessment?

as the internal wiki. Although I don't disagree with closing the internal-l 
mailing list (it's definitely served its time), I would like us to collectively 
reconsider using the internal wiki.

There is information within the Wikimedia movement that can't be shared 
publicly. Some of that information has been shared on the internal wiki, but 
much has been kept confidential within the various Wikimedia organisations that

Some examples of what I mean here are:
# Agreements, particularly those with global impact, and/or where they affect

about who had signed what agreements, and when they had been signed - if these 
had all been shared on an internal wiki then some of this could have been 
avoided. There's also a lot of experience now with existing agreements that 
could be reused when new agreements are being written, e.g. for Wikimedians in 
Residences. Sadly, not all of these can be made publicly available (or at 
least, they haven't been to date).
# Press releases. When there's an upcoming significant press release from a 
Wikimedia organisation, then it should be good practice to share it with the 
other movement partners prior to its release, so that they are aware of it, can 
provide feedback, and can plan around it. Some of this already happens on 
wmfcc-l, but not consistently - much more could be done here.
# Domain names. There is a list of these on internal already, which is actually 
being maintained by some people. Tackling squatted domain names and keeping 
track of who owns what is a global problem that should be done collaboratively, 
but in confidence, rather than just by individual organisations.
# Contact information for the various organisations. Some of this can be done 
publicly, but not all, and it would be good to have a central place for this 
information anyway.
# Notices of sensitive activities. E.g. if there's an upcoming risk of law 
suits, infrastructure difficulties within organisations, etc. then it would be 
good to be able to share these and ask for help without publishing them to the 
world at the same time. That doesn't need a mailing list - it can be done on a 
wiki.
# … and I'm sure there's more examples that can go here, this isn't trying to 
be a complete list!

So, rather than close the internal wiki, I'd like to propose a radical redesign 
and repurposing of it. Is there the interest and willingness in the WMF and the 
chapters to share such information with each other?

Note that the WCA council meeting is currently planned for Thursday (as
discussed in a WCA meeting some time ago).

I suggest
arranging an afternoon meeting so that people can arrive in the
morning without too much hassle. As previously discussed, we should
aim to keep material of general interest to the main schedule, however
programme status resulting from actions from the last coordination
meeting and getting the best out of the conference are suitable to
walk through.

If there are a few of us available on Thursday morning, we might be
able to workshop some details from the WCA action teams (research,
peer reviews etc.).

As it now seems that some of the WCA members will not be attending the 
conference itself, I do favor a meeting on Thursday (afternoon or all 
day) where all WCA council members can (potentially) attend. Of course, 
as Fae wrote, those of us who attend the conference, should do their

The WCA plans to represent all the chapters. That's at least a desire. 
But in order to represent, I think we need a mandate. We cannot 
represent a chapter / an entity without its consent, right? For me, 
that's the main reason for having an opt-in model. In my opinion, 
though, opting in should be as easy as putting the name of a 
representative here:

I'd be happy to have a constructive discussion about this. Which of the 
values mentioned in the WCA Charter (which we currently require to be 
signed for membership) would be so scary that they keep a chapter  from 
joining in? Is there something missing? Please let me assure you that 
the WCA wants to be most inclusive and at best representing *all* 
chapters. So the question is, what keeps chapters away?

I think the point about representing vs. serving was well understood 
in the London meeting. The planned outcome is a series of actions that 
serve all the chapters and even other entities. This will be our main 
focus. As I said before, when it comes to representing, though, an 
opt-in model is the best way to go.

But this is IMHO the problem, the WCA has been presented like a body that 
should represent the chapters in negociation with the WMF, but it has been 
received like a body that will actually  serve the big european chapters in 
their negotiation with the WMF.

Thus it's normal that several chapters refuse to join an association that do 
not demonstrate its capacity to help every chapter, and not only the noisiest 
ones.

I believe it is quite dangerous from the point of view of governance to
separate membership from voting rights. Although  it could make perfect
sense to accept non-member chapter functionaries as candidates for the
board/chair/etc., the very right to vote should be reserved to those who
opt-in. Otherwise the chain of responsibility gets fuzzy, plus what

 Voting closes midnight Sunday 17 March 2013.

member of the Council is welcome to draft a resolution or discuss
alternatives, but this will draw the oxygen away from being seen to
make progress on solid outcomes, rather than internal affairs.


2)if we keep a chair and a deputy chair, it has always been planned that this 
position should be open to vote at the next WCA meeting

It was my decision, made after private discussions with Ting and SJ,
apparently in response Jimmy Wales raising this for the WMF board's
attention immediately after my English Wikipedia ban and before the
end of the summer conference in Washington DC, to ensure that we would
have an election this spring for the Chair position in a more formal
and structured way. Though our vote was valid, I was never very happy
at being elected without competition or much discussion. For that
reason I was not prepared to just stay in position for 2 years. You
will recall that for the Deputy Chair position, there was a
competition and discussion so I believe this had a firmer sense of
democracy.


3) 7 council member connote decide on their own of keeping in place the deputy 
chair!!

Similarly, this was no a decision that was ever tabled or considered necessary.


4)The WCA do not need continuity, since ten month we haven't been able to 
provide something real , I don't see why we should continue this way

We chose to radically re-frame our plans. We have done this in a way
that does not require resolutions or complex bureaucracy to move
forward. I don't see how asking Ziko to go through an election process
now, helps demonstrate that we are taking an external focus. The
election process for Chair is a different matter, it was always
planned for March and I have chosen to bring this forward based on the
continued private approaches to the Council from 5 WMF trustees since
my election, who were not happy with the WCA having me as our elected
Chair, though the WMF itself has no public position on this matter.

Es gab weitere Diskussionen zu diesem Thema: Benötigen wir überhaupt
einen Vorsitz? Ist dies nicht eine zu profilierte Position die es
aussehen lässt, also ob der Vorsitzende das Gesicht der WCA wäre,
während er eigentlich eine prozedurale Funktion hat und dafür sorgen
soll, dass der Rat funktioniert und Ergebnisse erzielt?

Mit dem neuen Konzept, bei dem die Vereine die Aktivitäten der WCA
umsetzen und es verschiedene Grade der Beteiligung - je nach Interesse,
Notwendigkeit und Möglichkeit der Vereine - geben wird, dachten wir
darüber nach den Vorsitz eventuell durch ein Executive Committee
(Geschäftsführungsgremium) zu ersetzen, welches deutlich als
Arbeitsgremium und nicht als Repräsentant zu erkennen ist. Wir sind uns
noch nicht klar wie es genau aussehen soll da wir auch die Charta
berücksichtigen müssen aber es wäre nun der richtige Zeitpunkt darüber
zu sprechen um in Mailand etwas erreichen zu können.

* Aktivitäten
Nach langem Denken, Sammeln, Zusammenführen und Diskutieren haben wir
das Angebot der WCA auf drei Themen spezifiziert: Unterstützung, Analyse
und Stimme.

Unterstützung: Vereine helfen Vereinen, Fragen und Antworten, eine
Platform namens Chapter's Exchange wo Vereine ihre Angebote und
Anfragen für Hilfe und Unterstützung veröffentlichen können, Best
Practises, Peer Review

Analyse: zuhören, herausfinden was die Vereine brauchen, historische
Informationen für ein Wikimedia-Jahrbuch sammeln, Umfragen, Untersuchungen

Stimme: Kontaktmöglichkeiten zu Vereinen und den Wikimedia-Ausschüssen
bieten, Ergebnisse kommunizieren, Teilnahme an Treffen und Konferenzen,
Meinungen der Vereine einholen und in gemeinsamen Aussagen veröffentlichen

Es gibt nun einen Plan mit konkreten Aktivitäten und
Verantwortlichkeuten auf Meta um in diesen Bereichen mit der Arbeit zu
beginnen. Erste Ergebnisse kann man in Mailand und später in Hong Kong
erwarten. Dies ist nur ein Start - um weitere Hilfe, Ideen und
Aktivitäten wird gebeten.

Das Treffen war gut und konstruktiv. Wir haben einen Plan wie es

Let's put it that way: it was not considered for approval by the WCA 
Council. That says nothing about the quality of Theo's draft, though. We 
decided to focus on the place of incorporation first. While I personally 
did not think that's the top priority, it was considered to be by a lot 
of Council members. The order of issues to decide on was: place of 
incorporation, SG, budget. We had indication that the income side was 
secured enough to employ an SG and develop a budget together with 
her/him within the first half year.

The Chapters Association (CA) will be an umbrella organization for 
Wikimedia chapters established in various regions around the world. The 
association represents the common interests of those chapters within the 
Wikimedia movement.


One of its goals is to set, review and enforce standards of 
accountability and participation among its members. The association will 
facilitate the exchange of experiences, ideas, and knowledge between 
chapters and assist them in their organizational development and to 
develop common programs and projects.



To enhance external communication, coordinate the Wikimedia movement and 
represent its chapters on official occasions, CA is looking for an 
experienced and motivated person to become the full-time


Secretary-General (f/m)

of the Chapters Association.
CA is incorporated in Geneva, however depending on your place of 
residence a relocation might not be necessary.



 Job description

The Secretary-General is to be head of the CA?s Secretariat as defined 
by the CA?s charter. The Secretariat performs the executive powers of 
the Association. The Secretary-General will be elected by the Council. 
The other Members of the Secretariat are appointed by the 
Secretary-General, with the consent of the Council. The Secretariat 
reports to the Council on the Association's activities and has the right 
to submit proposals for Council resolutions.


She/He will be responsible for:

 * Defining the organizational structure, publishing job offers and
   hiring the officers of the secretariat;
 * Building the strategic plan for the association;
 * Assuring the financial stability of the organization;
 * Coordinating between all association members;
 * Building annual program plans to achieve the CA mission;
 * Handling all formal administrative tasks including finance,
   communications, legal and technical;
 * and preparing the assemblies of the CA council.


 Desired personal traits


 * Leader -- the selected Secretary-General will have to build the
   organization from its earliest stages according to the outlines set
   by the CA council.
 * Administrator -- some of the tasks of the Secretary-General would be
   of administrative nature. She/He would have to write detailed
   program plans, review by-laws, financial reports, program plans and
   program reports of other organizations.
 * Excellent communication skills -- one of the the Secretary-General's
   primary tasks would be to communicate with member chapters. Those
   chapters are dispersed in different regions of the worlds
   representing various cultural habits. The selected Secretary-General
   would have to be multi-culturally-minded to work effectively with
   these partners.
 * Willing and able to travel world-wide.
 * Proven experience with building and managing a large diverse
   organization.
 * Comfortable working with people at all levels of the organization,
   including community members and volunteers.
 * Experience in other like-minded/ international/ volunteer-driven/
   non-profit/ peer-review-driven organizations would be considered as
   an advantage.


 * The ideal candidate will be hard-working, creative,
   highly-motivated, and able to operate and effectively manage
   multiple cultural contexts, time-zones and expectations
 * Incredible diplomatic problem-solving skills in an international
   environment as well as the ability to deal comfortably and
   efficiently with ambiguity and an ever changing environment


 * Must be fluent in English; skill in other languages would be
   considered as an advantage.


Great to have

 * University degree
 * Experience within the Wikimedia movement. However, according to CA?s
   charter a Member of the Secretariat cannot be a Council Member or
   hold a position in a Chapter or in the Wikimedia Foundation.
 * Love working with a highly collaborative, consensus oriented environment
