I want to close the chapter of this discussion related to quantitative-qualitative criteria in order to call your attention to some consequences of this new criteria for existing affiliates. I want to be clear on this in order to avoid future missunderstandings. Romaine said that it's desirable to have already recognized affiliates to meet this criteria. Both AffCom and BoT want this, and it's would be unfair to require this criteria only for groups that want to get the ThOrg and Chapter status and at the same time to have a lesser average of work among those that already are recognized as such. Consequently, *every ThOrg and Chapter must comply with this criteria in order to get and keep affiliate status. *The idea is keeping the affiliates moving forward and to avoid to get them dormant. This criteria will be checked out during the annual review that WMF staff makes of Chapters and ThOrgs status (yes, the same that make you eligible to go to WMCON in Berlin) in case an affiliate doesn't meet the requirementes it will be reported to AffCom who will decide in every case if a recomendation to Board of Trustees is needed. --- *Possible questions:* *Q1: My chapter/ThOrg exists since many years ago, could I loose my recognition as chapter?* *A1:* Yes, if you don't meet the criteria and you don't repair the situation during some time after AffCom request, you can loose it. *Q2: How can I do to avoid this?* *A2:* Work hard, make activities, set goals and report. Hi Asaf! I was reading the presentation on metrics and the point about Mexico's decreasing of views on Wikipedia called my attention. From your answer to Scott I read that those are only statistics from enwiki, do you know if the same happened in eswiki or, conversely, eswiki grow the number of views? In the last case I could assume that we are converting English readers into Spanish readers and it might be taken as a normal migration. Although in the first case I would be worried because we are loosing those readers definitely and it would be needed adjust some strategies in our country. In Ukraine, 70% read the Russian Wikipedia and only 17% read the Ukrainian Wikipedia; interviews tell me this is largely due to device defaults, beyond the obvious different in size and average quality. Adopting the narrowed focus, the WMF clearly states that it does not see the development of movement entities as their duty. Chapters on the other hand expect the WMF to take a leading role in Chapters’ development, while the WMF expects Chapters to be more proactive. None of these conflicts can be viewed in isolation, and no solution can be developed without a thorough understanding and frank conversations about the causes in the first place. We therefore consider that it would be highly irresponsible to suggest solutions to any of the described issues. Instead, we have distilled tough questions from the insights that need to be addressed urgently and answered in an open and comprehensive manner: 1. What do we as a movement want to achieve? Do we run a website or foster free knowledge? Why are we doing the things we do, and what for? 2. How do we define impact when exploring new territory? And how do we measure success? 3. What is the role of the Wikimedia Foundation? 4. How do we want to communicate with each other? How can we build the necessary empathy and learn from each other? How can we overcome the old narrative and perceptions? 5. Where does the money come from and where should it go? Should money be the limiting factor when striving for Free Knowledge? 6. What movement framework is best suited to fulfil the Wikimedia mission? The way things are at present inhibits the movement from striving effectively for Free Knowledge. Instead of using its full potential to further its mission, it revolves around itself. The common mission is at serious risk if the movement does not tackle the causes of its problems. These tough questions can only be approached in a structured and professional way, with dedication and commitment. There is no point in tinkering with the symptoms and finding single-problem solutions. It's pretty remarkable that Italian Court is keeping in mind the real nature of Wikipedia as a sui generis collaborative project and not like a web site in a traditional sense. This new legal definition might influence other courts or laws. The most of law traditions in Latin America follow closely the Italian criteria. In fact, it is not a copyright issue. Wimedia and Wikipedia is not against copyright. It is a issue about legal control. The current redaction of ACTA would bind to a signing country to create jurisdictional tools for closing and censoring pages only with presumption of copyright violation.
