Re: [Wikimedia-l] [Affiliates] Changes to current chapter and thematic organisation criteria

2016-08-22 Thread Salvador A
I want to close the chapter of this discussion related to
quantitative-qualitative criteria in order to call your attention to some
consequences of this new criteria for existing affiliates. I want to be
clear on this in order to avoid future missunderstandings.

Romaine said that it's desirable to have already recognized affiliates to
meet this criteria. Both AffCom and BoT want this, and it's would be unfair
to require this criteria only for groups that want to get the ThOrg and
Chapter status and at the same time to have a lesser average of work among
those that already are recognized as such. Consequently, *every ThOrg and
Chapter must comply with this criteria in order to get and keep affiliate
status. *The idea is keeping the affiliates moving forward and to avoid to
get them dormant.

This criteria will be checked out during the annual review that WMF staff
makes of Chapters and ThOrgs status (yes, the same that make you eligible
to go to WMCON in Berlin) in case an affiliate doesn't meet the
requirementes it will be reported to AffCom who will decide in every case
if a recomendation to Board of Trustees is needed.

---
*Possible questions:*

*Q1: My chapter/ThOrg exists since many years ago, could I loose my
recognition as chapter?*

*A1:* Yes, if you don't meet the criteria and you don't repair the
situation during some time after AffCom request, you can loose it.

*Q2: How can I do to avoid this?*

*A2:* Work hard, make activities, set goals and report. Ask for AffCom, WMF
or other affiliates help if is needed.

*Q3: But there are some chapters that have already many years without
activity and nothing had happened so far.*

*A3:* AffCom is already working on it.

---
If you have any other questions on that doesn't hesitate in doing it, I'm
sure Carlos will be happy of answer them :P

Regards!

[Wikimedia-l] Princess of Asturias Awards pics

2015-11-06 Thread Salvador A
Hi community.

I don't know if somebody already shared this. I remember some of you asked
for photographs of the last Princess of Asturias Awards ceremony. You can
find some in the next category in Commons:

https://commons.wikimedia.org/wiki/Category:Princess_of_Asturias_Awards_2015_ceremony

I want to congratulate Wikimedia Spain for the magnificent idea of
introducing a volunteer as oficial photographer in the ceremony authorized
by the Princess of Asturias Foundation, and obviously to the photographer
Ruben Ortega. There are some pictures from other volunteers that also
atendeed to the ceremony, thanks to them too.

AFAIK there is still some pendants photographs to be uploaded, but we have
already those to use in Wikipedia, media and posts.

Congratulations to all again!

The Board is now comprised of:

 João Vasconcelos – President

 Cristina Couto Soares – Secretary

The official posts are compliant with legal requirements of Wikimedia
Portugal, as a legal entity. However, according to an internal regulation
change, the activity of Wikimedia Portugal will be coordinated without a
hierarchical structure, with neither fixed positions nor formal
 responsibilities.

Members are able to form temporary working groups for specific projects
and to collaborate in areas such as: Coordination, Outreach,
Communications, Computing activities, Treasury, Fund-raising and other
 actions.

Main coordination of activities will be made through an online
collaborative platform, which enables communication between members, such
as organizing tasks. I’ll oversee these activities as executive
 coordinator.

This platform should be publicly accessible for the purposes of
transparency, visibility of activities, and to encourage new members to
 participate in the Chapter activities.

[Wikimedia-l] Cebuano and Waray-waray Wikipedias among Top 10

2015-07-05 Thread Salvador A
Hi!

I just I noticed that Cebuano and Waray-waray Wikipedia are inside the list
of the 10 Wikipedias with more articles.[1] It seems it happened during
this weekend. Maybe in the case of Waray Wikipedia happened a little
before. Somebody knows when did it was exactly? Did I miss a thread
announcing this?

Waray-waray is now the 6th place and Cebuano has surpassed it.wiki and
es.wiki and gained the place number 8, mainly due to Lsjbot work.[2]
Definitely a milestone in Wikipedia and bots history.

law resolutions. The tribunal that solved this was the Tribunal Federal de
Justicia Fiscal y Administrativa. This court is not the supreme court of
Mexico but is the most important tribunal after that one in all the matter
related to tax and administrative law and its precedents are binding for
all mexican administrative authorities and al the judges on administrative
 and fiscal law.

The case law is the number VII-J-SS-191 and you can read it in the next
 link:

 (only in Spanish)

 http://sctj.tfjfa.gob.mx/SCJI/assembly/detalleTesis?idTesis=41716

The title is at the same time a brief of the content of the precedent, and
it can be translated in this way:

*Wikipedia.- The information that is obtained from this website can help
to elucidate some controversial matter, thence the courtrooms of this
tribunal may use it when ruling.*

Inside the text the court makes a fair clarication: *It must not be the
only source of knowledge in which the resolutions are based on [...] the
judges must care about gathering diversity of sources of information such
as specialized books, encyclopedia, including the electronic ones, [...]
 and others*.

Maybe is just a curiosity, but for me is ilustrative of the good
reputation that our work is getting even in some closed circles as the law
practice. At least in Mexico is not common to see a court quoting
Wikipedia, but maybe this first precedent might change the things.

Do you know other similar case laws?

 Regards!

Re: [Wikimedia-l] Invitation to WMF November 2014 Metrics Activities Meeting: Thursday, December 4, 19:00 UTC

2014-12-04 Thread Salvador A
Hi Asaf!

I was reading the presentation on metrics and the point about Mexico's
decreasing of views on Wikipedia called my attention.

From your answer to Scott I read that those are only statistics from
enwiki, do you know if the same happened in eswiki or, conversely, eswiki
grow the number of views? In the last case I could assume that we are
converting English readers into Spanish readers and it might be taken as
a normal migration. Although in the first case I would be worried because
we are loosing those readers definitely and it would be needed adjust some
strategies in our country.

Sorry if I'm doing a simplist reading of the metrics.

Regards!

I had two questions which I raised on IRC which didn't get a chance to
  be addressed. Briefly:

  1) Is the rise in global south page views specifically to *enwiki*, or
  is it to local wikis?

Not actually an either/or. The answer seems to me to be yes, i.e. all
wikis -- that is, all projects, all languages.

It seems that our thinking about redirecting to localized content and
the rise of mobile in the global south should be informed by these
analytics. Are folks coming to enwiki because that's where the
  content and editors are?

Some definitely do. Another major factor, mentioned today, is that in some
countries, mobile devices just don't come with good local languages
support, and people are putting up with that and using what the device does
give them, which are generally the major, colonial languages.

If so we might be doing readers a disservice
by redirecting them to a local wiki without the content they are
seeking. (Perhaps the Content Translation tool can help.) If our
userbase in the global south is coming from mobile, than it is
important to provide localized editing tools for mobile; less so if
they are primarily English-speaking and can take advantage of the
  desktop editors of enwiki.

Remember that while global south is a shorthand label we use for
convenience to group together a large number of countries, it's often quite
misleading to generalize about it, *particularly* around language
 questions.

In Anglophone Africa, for example, most people are used to looking for
information online in English and not in indigenous languages. But in
Brazil, people consume information in Portuguese, but many (16%) also refer
to the English Wikipedia (and intriguingly, 1 in 3 *edits* from Brazil is
to ENWP!), presumably for its broader coverage or higher average quality.
In Ukraine, 70% read the Russian Wikipedia and only 17% read the Ukrainian
Wikipedia; interviews tell me this is largely due to device defaults,
beyond the obvious different in size and average quality.

This page reveals some of those breakdowns:

 http://stats.wikimedia.org/wikimedia/squids/SquidReportPageViewsPerCountryBreakdown.htm

Will investment in the Content Translation
tool affect the balance between enwiki and local wiki pageviews going
  forward?

That would be one long-term effect to watch for, I think!

Thanks for digging up further info!

A.

Re: [Wikimedia-l] Insights of the Chapters Dialogue are online!

2014-08-01 Thread Salvador A
 disagreement about
the new fundraising and grantmaking processes.

The gap in leadership: Who should take the leadership role and what
should leadership in the Wikimedia movement look like? Adopting the
narrowed focus, the WMF clearly states that it does not see the
development of movement entities as their duty. Chapters on the other
hand expect the WMF to take a leading role in Chapters’ development,
while the WMF expects Chapters to be more proactive.

None of these conflicts can be viewed in isolation, and no solution
can be developed without a thorough understanding and frank
conversations about the causes in the first place. We therefore
consider that it would be highly irresponsible to suggest solutions to
any of the described issues. Instead, we have distilled tough
questions from the insights that need to be addressed urgently and
answered in an open and comprehensive manner:

 1. What do we as a movement want to achieve? Do we run a website or
foster free knowledge? Why are we doing the things we do, and what
 for?
 2. How do we define impact when exploring new territory? And how do we
 measure success?
 3. What is the role of the Wikimedia Foundation?
 4. How do we want to communicate with each other? How can we build the
necessary empathy and learn from each other? How can we overcome the
 old narrative and perceptions?
 5. Where does the money come from and where should it go? Should money
be the limiting factor when striving for Free Knowledge?
 6. What movement framework is best suited to fulfil the Wikimedia mission?

The way things are at present inhibits the movement from striving
effectively for Free Knowledge. Instead of using its full potential to
further its mission, it revolves around itself. The common mission is
at serious risk if the movement does not tackle the causes of its
 problems.

These tough questions can only be approached in a structured and
professional way, with dedication and commitment. There is no point in
tinkering with the symptoms and finding single-problem solutions.

The Chapters Dialogue concludes with the recommendation to build upon
the insights and to initiate a sequel: the design of a framework for
the Wikimedia movement in which it can work strongly and effectively
towards its mission in a professional way, yet stay true to its
 grassroots and maintain its diversity.

[Wikimedia-l] [Announce] WMMX's assembly and new Board

2014-03-24 Thread Salvador A
Hi folks,

Sorry for crossposting.

In past days Wikimedia Mexico had its first general assembly of members. In
that assembly we elected a new board for our non-profit association,
therefore we want to introduce you the new authorities. In advance, I tell
you that Ivan Martínez is WMMX president newly but now with a definitive
appointment.

Please, make the changes that you consider pertinent in Meta pages, mailing
lists and your personal directories.

*WMMX's first Annual General Assembly of Members*

As it is written in our bylaws we must hold an annual members general
assembly. Since our legal founding our board was and temporary one. On
March 1, 2014 we celebrate our first assembly where our president Iván
Martínez gave to members an inform of activities, we receive new members,
we vote the amount of the membership fee and we elect new board.

We have an excerpt of the act of that assembly which is in spanish:

https://mx.wikimedia.org/wiki/Primera_asamblea_general_ordinaria

*New Board*

As results of that assembly we have a new board which is definitive and
will serve two years, that is, till March 2016. You probably know some of
them and we hope you will know the rest of them soon. The appointment of
some of us just changed. So, this is the structure of our new definitive
board:

*- President: Iván Martínez. *

be used also as permanent meeting of volunteers for teaching each other

During 2013 we wrote down our reports in our own wiki (mx.wikimedia.org),
from January 2014 on you will find them also on Meta. I have included the

On Friday August 23, the most anticipated events of the summit took place:
the presentation of Lawrence Lessig, who drew attention to the copyright

Essay Contest, the 3rd. Enrique Santos Discépolo National Drama Contest
and the VII Haroldo Conti National Contest for Young Story-tellers. Works

The winners will not only have a prize money: the 15 best works will be
published in a collection whose digital edition will also be uploaded to
Wikimedia Commons and Spanish Wikisource. Rules are available on our
 website (in Spanish at

Re: [Wikimedia-l] Legal victory for Wikipedia in Italy

2013-06-27 Thread Salvador A
It's pretty remarkable that Italian Court is keeping in mind the real
nature of Wikipedia as a sui generis collaborative project and not like a
web site in a traditional sense. This new legal definition might influence
other courts or laws. The most of law traditions in Latin America follow
closely the Italian criteria.

If possible, I would like a copy of the final resolution. Will you publish
it on Commons or WMIT web page?

Congratulations WMIT!

2013/6/26 Ilario Valdelli valde...@gmail.com

The blog has been already posted in the Italian mailing list and I would
say that this is an excellent result.

The justice in Italy is really slow in general, but in this case the
timeline has been short and the result of the court of justice really good
 for the future.

The definition that the prosecutor is able to change the definition in
Wikipedia and for this reason there is no sense to accuse Wikipedia or WMF,
it's a good way to give an indication for the future.

 Thank you

   == Wikimedians of Nepal ==

   Wikimedians of Nepal
   http://meta.wikimedia.org/wiki/Wikimedia_Nepal

  developing
and
promoting Wikimedia projects in Nepal. They've been actively
   working
to
help expand the community, launch projects in more languages of
   Nepal
 and
promote and support the existing ones.

The group is working towards chapterhood, and have a good
 chance

attaining that status this year. Granting them user group
   recognition
allows the movement to express its appreciation for their hard
  work
 even
while they are working on the bureaucratic aspects of meeting
 the
requirements of chapterhood. The timing is fortuitous in that

Ganesh, the group's interim president has been invited to this

User group status is meant to be an easy form of affiliation,
  where
the
main requirements are an agreed goal, plans for offline work,
 at
least
three people participating and a public wiki page with all the

   Under the movement roles

[Wikimedia-l] Spanish Wikipedia first million

2013-05-16 Thread Salvador A
Hi folks!

Maybe many of you have it already noticed. Nevertheless, spanish speakers
wikimedians want to share with you our joy of that the spanish version of
Wikipedia has surpassed the million of articles.

https://es.wikipedia.org/wiki/Especial:Estad%C3%ADsticas

Thanks and congratulations to all volunteers that make it possible.

Let's party!

Re: [Wikimedia-l] Mexican government signs ACTA

2012-07-13 Thread Salvador A
In fact, it is not a copyright issue. Wimedia and Wikipedia is not against
copyright.

It is a issue about legal control. The current redaction of ACTA would bind
to a signing country to create jurisdictional tools for closing and
censoring pages only with presumption of copyright violation. For
instance, every Wikipedia's article with a copypaste template could be
closed by a judge.

What exact issues is ACTA meant to cause us. Remember stronger
copyright controls are in many ways in Wikipedia's interest. It kills
 off any potential competition.
