Thanks to everyone for all the feedback. AffCom will take on consideration
all your inputs.

As Delphine and Alice have said, the idea is not to create a summary
procedure where an affiliate doesn't get a goal and inmediately the
recognition is removed. Sorry if it sounded so strict but rules always
sounds like that: if A then B. As Asaf said, we are trying to find out the
best model to try this criteria to be accomplished without creating extra
stress to our community. Furthermore, AffCom will work in good will, that
means that we'll always try to see how to mantain the existence of an
affiliate before giving the recomendation of derecognizing it.

@Ilario, if you read carefully every criteria is complex itself and
includes many variables, your argument is exactly why Affcom declined to
have only quantifiable variables, since the little space that creates an
open criteria gives our committee the capacity of analysing case by case
and keeps the diversity of our movement. In other words, the AffCom and
every chapter will introduce the color to the black and white ;)

It's worth to say that according to our previous analysis, the most of
current chapters and ThOrg accomplishes the criteria, the most of
affiliates of this kind just need to continue the good work they (we) are
doing.

I want to close the chapter of this discussion related to
quantitative-qualitative criteria in order to call your attention to some
consequences of this new criteria for existing affiliates. I want to be
clear on this in order to avoid future missunderstandings.

Romaine said that it's desirable to have already recognized affiliates to
meet this criteria. Both AffCom and BoT want this, and it's would be unfair
to require this criteria only for groups that want to get the ThOrg and
Chapter status and at the same time to have a lesser average of work among
those that already are recognized as such. Consequently, *every ThOrg and
Chapter must comply with this criteria in order to get and keep affiliate
status. *The idea is keeping the affiliates moving forward and to avoid to
get them dormant.

This criteria will be checked out during the annual review that WMF staff
makes of Chapters and ThOrgs status (yes, the same that make you eligible
to go to WMCON in Berlin) in case an affiliate doesn't meet the
requirementes it will be reported to AffCom who will decide in every case
if a recomendation to Board of Trustees is needed.

*A1:* Yes, if you don't meet the criteria and you don't repair the
situation during some time after AffCom request, you can loose it.

*Q2: How can I do to avoid this?*

*A2:* Work hard, make activities, set goals and report. Ask for AffCom, WMF
or other affiliates help if is needed.

*Q3: But there are some chapters that have already many years without
activity and nothing had happened so far.*

*A3:* AffCom is already working on it.

I don't know if somebody already shared this. I remember some of you asked
for photographs of the last Princess of Asturias Awards ceremony. You can

I want to congratulate Wikimedia Spain for the magnificent idea of
introducing a volunteer as oficial photographer in the ceremony authorized
by the Princess of Asturias Foundation, and obviously to the photographer
Ruben Ortega. There are some pictures from other volunteers that also
atendeed to the ceremony, thanks to them too.

AFAIK there is still some pendants photographs to be uploaded, but we have
already those to use in Wikipedia, media and posts.

[Wikimedia-l] Cebuano and Waray-waray Wikipedias among Top 10

Hi!

I just I noticed that Cebuano and Waray-waray Wikipedia are inside the list
of the 10 Wikipedias with more articles.[1] It seems it happened during
this weekend. Maybe in the case of Waray Wikipedia happened a little
before. Somebody knows when did it was exactly? Did I miss a thread
announcing this?

Waray-waray is now the 6th place and Cebuano has surpassed it.wiki and
es.wiki and gained the place number 8, mainly due to Lsjbot work.[2]
Definitely a milestone in Wikipedia and bots history.

This month one mexican federal court generated an interesting case law
related to use of Wikipedia as source of knowledge on trials, specially in
law resolutions. The tribunal that solved this was the "Tribunal Federal de
Justicia Fiscal y Administrativa". This court is not the supreme court of
Mexico but is the most important tribunal after that one in all the matter
related to tax and administrative law and its precedents are binding for
all mexican administrative authorities and al the judges on administrative
and fiscal law.

The case law is the number VII-J-SS-191 and you can read it in the next

The title is at the same time a brief of the content of the precedent, and
it can be translated in this way:

*"Wikipedia".- The information that is obtained from this website can help

tribunal may use it when ruling.*

Inside the text the court makes a fair clarication: "*It must not be the
only source of knowledge in which the resolutions are based on [...] the
judges must care about gathering diversity of sources of information such
as specialized books, encyclopedia, including the electronic ones, [...]
and others*."

Maybe is just a curiosity, but for me is ilustrative of the good reputation
that our work is getting even in some closed circles as the law practice.
At least in Mexico is not common to see a court quoting Wikipedia, but
maybe this first precedent might change the things.

Hi Asaf!

I was reading the presentation on metrics and the point about Mexico's
decreasing of views on Wikipedia called my attention.

From your answer to Scott I read that those are only statistics from
enwiki, do you know if the same happened in eswiki or, conversely, eswiki
grow the number of views? In the last case I could assume that we are
"converting" English readers into Spanish readers and it might be taken as
a normal "migration". Although in the first case I would be worried because
we are loosing those readers definitely and it would be needed adjust some
strategies in our country.

Sorry if I'm doing a simplist reading of the metrics.

If a topic merge regularly only means that is an overwhelming worry that
must be solved.

I don't see Chris' proposal as "reinventing the wheel" but as a new attempt
to give answers to an inconclude question. If past attempts have failed
that doesn't mean that this one must do it either. Non sequitur. Even if it
fails it can be the basis or inspiration for a future success. Remember one
of our principles: Be bold!

The members of AffComm are willing to support any initiative related to
development of affiliates. Please Chris, feel comfortable asking us
whatever you need. One of our members will follow up your efforts. Finally,
we encourage the community to participate.

Identity of the Mexico City's bid

After at least six months of work about research, planning and meetings
among with the WMF staff, Wikimedia Mexico presents its bid for host
Wikimania in Mexico City. The bid was leaded by Iván Martínez and conduced
by Carmen Alcázar, Christian Cariño, Andrés Cruz y Corro and Omar Sandoval.
In March 21th, the staff of Wikimedia Mexico had an evaluation meeting with
the Judging Committee.

*WMMX's first Annual General Assembly of Members*

As it is written in our bylaws we must hold an annual members general
assembly. Since our legal founding our board was and temporary one. On
March 1, 2014 we celebrate our first assembly where our president Iván
Martínez gave to members an inform of activities, we receive new members,
we vote the amount of the membership fee and we elect new board.

It's pretty remarkable that Italian Court is keeping in mind the real
nature of Wikipedia as a sui generis collaborative project and not like a
web site in a traditional sense. This new legal definition might influence
other courts or laws. The most of law traditions in Latin America follow
closely the Italian criteria.

If possible, I would like a copy of the final resolution. Will you publish
it on Commons or WMIT web page?

In fact, was a technical mistake for which the counter was not taking into
account ~20,000 lists articles wich in spanish Wikipedia have a special
name space (Anexo:...). Was a surprising also for us when that bugg was
fixed today and true was revealed.

However, the fact is today we have 1,000,000 articles and a plus. Don't be
jealous Everton! :P I'm kidding :D

partners (Atrolabio). Is about our chapter last Edit-a-thon in Mexico, the
first in the city of Puebla. You can watch our chapter president Iván
Martínez and two board members: Carmen Alcazar and Gustavo Sandoval giving
the talks.

In fact, it is not a copyright issue. Wimedia and Wikipedia is not against
copyright.

It is a issue about legal control. The current redaction of ACTA would bind
to a signing country to create jurisdictional tools for closing and
censoring pages only with "presumption" of copyright violation. For
instance, every Wikipedia's article with a copypaste template could be
closed by a judge.
