Hi Sudhanwa,

Wikimedia India Chapter is an independent organization and we (the
community) should let it work with at least some level of autonomy.

Oher agencies like WMF, CIS have more liberty due to their organizational
structure.

In the name of accountability, if we are going to raise questions like
these, no chapter can make decisions in good faith and act efficiently.

The larger Wikimedia community that works directly on Wikimedia websites
and towards it's mission offline can be considered it's stakeholders.

The chapter can inform this part of the stakeholders through its annual /
half yearly / monthly reports and we have every right to demand such
reports and participate during FDC requests.

But, micro managing like this is not going to help.

If we need better governance, we need to become members of the chapter and
raise such questions as a member.

And that too, we can discuss in Chapter Wiki or Meta (if appropriate).

Every year, tens of people from India attend Wikimania and other national
level events. They are not expected to submit any kind of reports. Don't we
trust that these visits will help the larger movement in some way?

I am a member of WMUK and have never seen board members or EC consulting
community before they travel abroad. I don't think it is necessary for them
to consult community on each and every matter. So far as I am aware WMIN's
accounts are audited annually and these expenses must be audited. Also,
accounts submitted to WMF as well where if any amount is spent out of the
scope it will be questioned.

I am not sure whether what Sudhanwa is asking on people's behalf is a
requirement for any other chapter or organisation funded by WMF.

That's not an issue. But, I would request anyone to follow few steps before
escalating issues to India mailing list.

1. Please post your questions in Chapter Wiki's village pump. If there is
no such place, we need to create one. If that doesn't help, post  in
chapter's mailing list. If that doesn't help, write to the Executive
Manager and give him sufficient time. If that doesn't help, please ping
some of the EC members through email.

2. Please escalate issues to the mailing list only if it is of concern for
the larger movement and above steps have failed. The same can be followed
for dealing with isuses in local communities and other agencies like CIS,
WMF.

The India mailing list should not be serving as the first point of contact.

Please encourage such members to follow above steps themselves. Speaking
unofficially on behalf of some (there is no way to verify if such people
exist and what they told actually) doesn't go well with the Wiki spirit.

I am also a member of the community and don't understand who is the
community on whose behalf you speak. If you would like to get an answer as
an individual, please follow the steps mentioned above.

The chapter is a registered legal entity by itself and it can be asked to
accept responsibility for all activities taken under it's name. So, I don't
think individual members need to submit such reports.

As a community member, I will welcome regular reports from the chapter to
establish better trust with all it's stakeholders. If I have an issue, I
will discuss during their next grant proposal.

The current EC is doing it's best to bring governance changes and
transparency initiatives. When it is fire fighting the best we can is stand
together and give ample time for it to deliver. As a former president of
Wikimedia India, I hope you can understand the limitations under which any
EC will work.

In the context of India Community Consultation happening in October,
discussions like these won't help to show the India community in good
light.

Prior to the departure of several EC members,  resolution had been passed
to accept the draft Coi policy that was done by me with Karthik's help.
Please ensure that it is implemented.
Also, you mentioned a board meeting in September. Does this indicate the
AGM or just the four core EC members.
I say four because Nikita had not renewed her membership as of the first of
July 2014 thus ceasing to be a member of the chapter let alone an EC
member.
Please look into these matters.
