I am a member of WMUK and have never seen board members or EC consulting community before they travel abroad. I don't think it is necessary for them to consult community on each and every matter. So far as I am aware WMIN's accounts are audited annually and these expenses must be audited. Also, accounts submitted to WMF as well where if any amount is spent out of the scope it will be questioned.
I am not sure whether what Sudhanwa is asking on people's behalf is a requirement for any other chapter or organisation funded by WMF.
