It is property tax AKA usage tax and has nothing to do with sales tax.
Also, it is a FMV lease. Unfortunately, the leasing company wrote it
into the lease.

If you are doing a $1 buyout on the lease, then you do get hit with
property taxes on it (depending your state and/or county), but you get
the depreciation.
If you are doing a FMV lease, then you don't get taxed on it and the
entire amount is deductible on your taxes.
